We have completed the development of an extended questionnaire for local communities and are preparing to launch a joint territorial assessment.
High-quality survey preparation is a key stage of the entire analytical process.
The transition to a circular economy and green energy requires reliable data on local institutional capacity and infrastructure. The questionnaire developed within the project will make it possible to collect an objective evidence base for the development of a Joint Cross-Border Investment Strategy that responds to the real challenges and needs of 20 target communities — 10 in Tulcea County, Romania, and 10 in Odesa Oblast, Ukraine.
What are the next steps of the project?
• Surveys and semi-structured interviews: collecting targeted data from the communities to assess their needs in terms of material, technical and human resources, as well as to identify and document best local practices.
• In-depth analysis and assessment: reviewing local and regional development plans, analysing waste management systems and local budgets, and examining relevant European environmental strategies.
• 20 local participatory workshops: five workshops will be organised by each project partner, bringing together community mayors and heads, local councillors, entrepreneurs, NGO representatives and active residents to validate investment priorities.
This analytical work is being implemented in partnership with Luncavița Commune, the City of Isaccea (Romania), and the Katlabuh Settlement Council (Ukraine).
In addition to the research and analytical activities, the EcoCLUSTER project has a clear practical outcome: the installation of a 20 kW solar power plant on an administrative building in the Katlabuh community to strengthen its energy resilience.
We will soon begin the survey and assessment process. We invite representatives of the target communities in Odesa Oblast to take part in the survey and join the upcoming discussions!
