Yuriy Maslov

The President of the Association of Local Governments “EU Strategy for the Danube Region” is the Ukrainian scientist, professor, educator, statesman, and public figure Yuriy Maslov. 

Yuriy Maslov also heads the Lower Danube Basin Council and is a member of the monitoring committee of the Romania-Ukraine cross-border cooperation operational program 2014-2020. Since the adoption of the EU Strategy for the Danube Region, he has been a defender of the interests of the Ukrainian regions that fall within the strategy’s scope. 

The President of the Association is the author of more than 70 scientific papers in domestic and foreign publications, including the monograph “Central and Eastern Europe in Search of a Modern System of Power.” Yuriy Maslov actively supports European integration processes and forms of cross-border and transnational cooperation. He is an expert in environmental protection, water resources conservation, and the creation and expansion of nature reserve fund objects in the Ukrainian part of the Danube region.

In 1989, he received the qualification of economist, graduating from the Odessa Institute of National Economy with a degree in “Accounting and Analysis of Economic Activity.” 

In 2006, he received the honorary title of Honored Economist of Ukraine. 

Since 2007, he has been the chairman of the Board of Trustees of the Odessa Museum of Western and Eastern Art. 

In 2008, he obtained a scientific degree of Candidate of Economic Sciences. 

In 2010, he became an advisor to the Minister of Economy of Ukraine. 

In 2015, he defended his dissertation “Formation of a Modern System of Power in Central and Eastern European Countries: Principles, Mechanism, and Prospects for Development” and obtained a scientific degree of Doctor of Political Sciences. 

Since 2016, he has been a professor at Odessa National Economic University. 

Head of the Deputies Group of the Odessa Regional Council “EU Strategy for the Danube Region.” 

Author of the “Prospective Action Plan for the Implementation of the EU Strategy for the Danube Region in the Odessa Region.” 

Since 2017, he has been a member of the specialized academic council of the South Ukrainian National Pedagogical University named after K. D. Ushynsky for the defense of doctoral (candidate) dissertations. Chairman of the Board of Trustees of the Odessa Regional Philharmonic. 

Since 2018, he has been the chairman of the Lower Danube Basin Council under the State Agency of Water Resources of Ukraine. 

Since 2020, he has been an academician of the Academy of Political Sciences of Ukraine. 

Since 2023, he has been the chairman of the Ukraine Rebuilding Alliance.

He has been awarded the Orders of Merit, III and II degrees, and honorary diplomas from the National Bank of Ukraine, the Cabinet of Ministers, and the Verkhovna Rada of Ukraine.
