The Lower Danube Basin Council is established by the State Agency of Ukraine for Water Resources and is an advisory body within the Lower Danube sub-basin in accordance with Directive 2000/60/EC of the European Parliament and of the Council of 23 October 2000 establishing a framework for Community action in the field of water policy, with a view to taking into account the interests of all stakeholders in the use and protection of water and the restoration of water resources within the river basin when implementing integrated approaches to water management based on the basin principle.

Among the main tasks of the Lower Danube Basin Council are promoting the alignment of interests of all stakeholders in the use, protection, and reproduction of water resources within the Lower Danube sub-basin, as well as promoting the implementation of integrated water resources management and coordinating the actions of management parties. 

The Lower Danube Basin Council monitors, analyzes, and controls a large number of projects being implemented in the sub-basin. At council meetings, projects in the development and implementation stages are reviewed. Based on the discussions, the council makes decisions and addresses the Cabinet of Ministers and relevant ministries with proposals both to eliminate project shortcomings and to ensure support and funding.

Another important area of work is promoting cooperation between central and local executive authorities, local governments, enterprises, institutions, organizations, international organizations, and experts. 

The Lower Danube Basin Council prepares and provides proposals for the management plan project and facilitates its implementation, as well as the implementation of other state, targeted, sectoral, regional, and local environmental programs and projects. 

The council participates in the development and implementation of technical assistance programs and projects, attracting investments to carry out activities aimed at improving the ecological condition of the sub-basin. 

The council addresses issues regarding the ecological, quantitative, and qualitative state of water resources in the sub-basin, risk analysis, and assessment of the failure to improve the ecological state of water resources and the consequences of its changes for natural ecosystems and economic sectors, as well as issues regarding the forecast of processes affecting water quality and volumes of water use. The council provides proposals for the most important measures for the ecological rehabilitation of the sub-basin and mechanisms for their financing, and promotes the development of international cooperation in the Lower Danube area.
